Section 93 - Regulations providing for approval of local authority foster parents

274.Section 93 contains an example of the way in which the regulation making power in section 87 could be used to make provision about the approval of foster parents by the local authority. Such regulations may for example:

a)

contain provision which specifies that a child may not be placed with foster parents until the local authority has approved their appointment as foster parents;

b)

contain provision about the establishment of an independent procedure for reviewing the approval of foster parents including establishing a panel constituted by the Welsh Ministers;

c)

make provision regarding the duties and powers such a panel may have;

d)

make provision regarding the appointment of members to the panel and how they are paid and arrangements for the review of a determination of a panel and procedures for monitoring such reviews; and

e)

make provision which enables the Welsh Ministers to contract with another organisation to exercise an independent review of such determinations.
