4 In section 4A—

(a) in the heading, for “section 4” substitute “section 3A”;

(b) in subsection (1)—

(i) omit “or 4”;

(ii) omit “or (as the case may be) by the Secretary of State”;

(c) in subsections (3), (4) and (8), omit “or (as the case may be) by the Secretary of State”.
