10. In Part 5 of the Representation of the People Act 1983, before section 200 insert—
199A In this Act, except—
(a)sections 54 and 161 above, and
(b)rules 3(3) and 51(6) of Schedule 1 to this Act,
“the Secretary of State” means the Secretary of State or the Lord Chancellor.”
