7.—(1) Section 85 (power to respond) is amended as follows.
(2) In subsection (1)—
(a)after “community governance petition” insert “or community governance application”, and
(b)after “that petition” insert “or application”.

(4) In subsection (3)—
(a)in paragraph (a)—
