2.—(1) The International Travel Regulations are amended as follows.
(2) In Part 1 of Schedule A1 (exempt countries and territories) omit the entries for “Namibia”, “The United States Virgin Islands” and “Uruguay”.
(3) In Schedule 2, after paragraph 45 insert—
“46.—(1) A person who has travelled to the United Kingdom for the purposes of essential work carried out for or on behalf of the nominated undertaker.
(2) For the purposes of sub-paragraph (1)—
(a)“essential work” means work which has been designated as such by the Secretary of State for Transport and includes, in particular, work done or required for Phase One purposes as defined in section 67 of the High Speed Rail (London-West Midlands) Act 2017(1),
(b)“nominated undertaker” is the person appointed by article 2(1) of the High Speed Rail (London-West Midlands) (Nomination) Order 2017(2).”.
