60.—[F1(1) The Department may make such orders as it thinks fit—
(a)generally for the better execution of this Order or for the purpose of in any manner preventing the spreading of disease; and
(b)in particular for the several purposes specified in this Order.]
(2) An order under paragraph (1) may—
(a)require animals which may be carriers of rabies to be kept in quarantine in such cases, for such periods and under such conditions as may be specified in the order;
(b)prohibit or regulate the keeping and importation of rabies virus in any form and the deliberate introduction of the virus into animals and provide for exemptions from any such prohibition by means of the grant of licences[F2 subject to such conditions as may be specified in the licences].
