4 Section 88 Environmental Protection Act 1990 (fixed penalty notices for leaving litter)	After subsection (7) insert— “(7A)The Secretary of State may, when making an order under subsection (7) above, substitute different penalties as regards enforcement action zones designated under section 29 (enforcement action zones) of the London Local Authorities Act 2007 (c. ii).”
5 Section 9 Noise Act 1996 (supplementary provisions about fixed penalties for noise offences)	After subsection (3) insert— “(3A)The Secretary of State may, when making an order under subsection (3) above, substitute different penalties as regards enforcement action zones designated under section 29 (enforcement action zones) of the London Local Authorities Act 2007 (c. ii).”
