8In relation to an application for an operator's licence under Part V of the [1968 c. 73.] Transport Act 1968 which is made by the Authority before the appointed day and is accompanied by a certificate of the Secretary of State certifying that the vehicles proposed to be used under the licence are in use by him, that Act shall have effect as if section 63 (which relates to objections to the grant of licences) were omitted and in section 64(1) (which relates to decisions on applications for licences) for the words from "paragraphs (a) to (d)" onwards there were substituted the words paragraphs (a) and (d) of subsection (2) of this section are satisfied".
