9 Grants and loans by the Countryside Commission. E+W

(1) In accordance with arrangements approved by the Secretary of State and the Treasury, the [F8 Countryside Agency][F9 and the Countryside Council for Wales may each] give financial assistance by way of grant or loan, or partly in the one way and partly in the other, to any person in respect of expenditure incurred by him in doing anything which, in the opinion of [F8 the Agency][F10 or, as the case may be, the Council], is conducive to the attainment of any of the purposes of the M2 Countryside Act 1968 [F11 , the National Parks and Access to the Countryside Act 1949 or the Countryside and Rights of Way Act 2000].

(2) On making a grant or loan under this section the [F8 Countryside Agency][F12 or the Countryside Council for Wales] may impose such conditions as they think fit including (in the case of a grant) conditions for repayment in specified circumstances.

(3) The exercise of the [F13 the power of the [F8 Countryside Agency] and of the Countryside Council for Wales] under this section shall be subject to any directions given to [F8 the Agency][F14 or to the Council] by the Secretary of State.

(4) The provisions of this section shall have effect in place of the provisions of section 5 of the M3 Countryside Act 1968 (under which grants may be made only to persons other than public bodies and only in respect of projects approved by the Secretary of State).

(1) The following bodies are local authorities for the purposes of this Part of this Act, namely,—

(c) the council of a district,

(d) the council of a London borough,
