Sale or destruction of vehicle where no application made under paragraph 9 E+W+S

13 E+W+S Regulations may provide that, if no application is made to [F2 a traffic commissioner] in accordance with regulations made by virtue of paragraph 9 above, any vehicle detained by virtue of paragraph 2 above may be sold or destroyed in such manner as may be prescribed.]
