Sending of notice by postS

22SWhen a [F1local authority]sends by post, for the purposes of paragraph 10(2), 13(9), 14(7) or 15(5), written notice of [F1their] decision, it shall be treated as having been sent within the time required if it was posted so that in the normal course of post it might be expected to be delivered to the person concerned within that time.
