The Commission shall, as respects any London borough, have concurrently with the council of that borough the functions of a local planning authority under sections 38 to 43 F1and 44AA to 44AC; and references to the local planning authority in those provisions F2, and in any provision of this Act referring to anything done under those provisions, shall be construed accordingly.
