The Commission shall, as respects any London borough, have concurrently with the council of that borough the functions of a local planning authority under sections 38 to 43 [F1and 44AA to 44AC]; and references to the local planning authority in those provisions [F2, and in any provision of this Act referring to anything done under those provisions,] shall be construed accordingly.
