An appeal against a determination of a devolution issue by the High Court or the Court of Appeal on a reference under paragraph 15, 16, 17 or 18 shall lie to the F2Supreme Court , but only with F3permission of the High Court or the Court of Appeal or, failing such F3permission , with F4permission of the F2Supreme Court .
