14(1)The Secretary of State may make payments to the Authority out of money provided by Parliament.
[F1(1A)The Scottish Ministers may make payments to the Authority out of the Scottish Consolidated Fund in relation to the exercise by the Authority of its functions in or as regards Scotland.]
[F2(1B)The Department of Justice may make payments to the Authority in relation to the exercise by the Authority of its functions in or as regards Northern Ireland.]
(2)The Authority shall not borrow money except with the consent of the Secretary of State.
