1(1)The Lord Chancellor shall appoint—E+W+S
(a)a President of the Tribunal, and
(b)other members of the Tribunal.
(2)The Lord Chancellor may appoint one or more members of the Tribunal as deputy President; and a deputy President—
(a)may act for the President when he is unable to act or unavailable, and
(b)shall perform such other functions as the President may delegate or assign to him.

2E+W+SA person may be appointed under paragraph 1 only if—
[F1(a)he satisfies the judicial-appointment eligibility condition on a 5-year basis,]
(b)he is an advocate or solicitor in Scotland of at least [F25] years' standing, or
(c)he is a barrister or solicitor in Northern Ireland of at least [F35] years' standing.
