The Big Lottery Fund has power to solicit applications from other bodies or persons for F1dormant assets money.

In determining whether a decision of the Fund concerning its distribution of F1dormant assets money was unlawful, it is immaterial whether or not the Fund, or any person acting on its behalf, solicited an application from a body or person for such money.
