12(1)The Big Lottery Fund has power to solicit applications from other bodies or persons for [F1dormant assets money].U.K.
(2)In determining whether a decision of the Fund concerning its distribution of [F1dormant assets money] was unlawful, it is immaterial whether or not the Fund, or any person acting on its behalf, solicited an application from a body or person for such money.
