<Text>The Secretary of State or Lord Chancellor must—</Text>

<Text>obtain the consent of the Scottish Ministers before making any order or regulations under this Act, except an order under section 21(3), containing provision which would (if contained in an Act of the Scottish Parliament) be within the legislative competence of that Parliament;</Text>
