19Guidance by the Secretary of State
1
The Secretary of State may issue guidance to reviewers as to the exercise of functions under section 17.
2
A reviewer must, in exercising any of those functions, have regard to any guidance for the time being in force under this section.

The Secretary of State must—
a
publish any guidance or revised guidance issued under this section, and
b
lay any such guidance or revised guidance before Parliament.

In this section “reviewer” has the same meaning as in section 17.
