An Order in Council under section twenty-three of the Prevention of Damage by Pests Act, 1949 (which provides for the application of the Act to vessels or aircraft by Order in Council), may authorise a port health authority or, in Scotland, a local authority within the meaning of the Public Health (Scotland) Act, 1945, or a port local authority within the meaning of section one hundred and seventy-two of the Public Health (Scotland) Act, 1897, to make and recover charges for any inspection of a vessel made by an officer of the authority for the purposes of any such Order in Council.
