The Secretary of State for Transport, in exercise of the powers conferred by section 6 of the Road Traffic Regulation Act 19841, and of all other enabling powers, and after consultation with the Commissioner of Police of the Metropolis pursuant to section 7(6)2 of that Act, hereby makes the following Order:

This Order may be cited as the A13 Trunk Road (Movers Lane Flyover, Barking and Dagenham) (Weight Restriction) Order 1991 and shall come into force on 23rd November 1991.

In this Order—

  • “Alfred’s Way” means that length of the trunk road (East Ham and Barking By-pass) in the London Borough of Barking and Dagenham known as Alfred’s Way;

  • “the Movers Lane Flyover” means the provision made in Alfred’s Way for the passage of through traffic in Alfred’s Way over the roundabout at the junction of Alfred’s Way with Movers Lane and River Road, starting 140 metres west of a point opposite the western kerbline of Movers Lane and extending eastwards for a distance of 290 metres; and

  • “maximum gross weight” has the same meaning as in regulation 4(1) of the Traffic Signs Regulations 19813.

Save as provided in article 4 below, no person shall cause or permit any vehicle to proceed on the Movers Lane Flyover if the maximum gross weight exceeds 7.5 tonnes.

Nothing in this Order shall apply to anything done with the permission or at the direction of a police constable in uniform or of a traffic warden.
