That Order also amends section 3 in relation to Wales so that technology and a modern foreign language are no longer foundation subjects in relation to the fourth key stage. Having made such arrangements for consultation on their proposals pursuant to section 242(1) of the Education Act 1993 as they considered appropriate, the Secretary of State for Education, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred by sections 4(2)(a) and (b) and (4) and 232(5) and (6) of the Education Reform Act 1988, hereby make the following Order:
