The Secretary of State, in exercise of the powers conferred on him by sections 13 and 113(1) and (2) of the Local Government Finance Act 19921 and sections 19(1) and 26(3) and (4) of the Local Government Act 19922 and of all other powers enabling him in that behalf, hereby makes the following Regulations:—
