(a)The householder or joint householders, or the person or persons for the time being acting as householder or joint householders, of every household in England, or where there is no householder or acting householder and there are no joint householders or acting joint householders of that household, the members of that household who are aged 16 years or over, or where the household consists of one person, that person. | The form entitled “H1 England Household Form”. |
