for the words “the Post Office” are substituted the words “a universal service provider (within the meaning of the Postal Services Act 2000) in connection with the provision of a universal postal service (within the meaning of that Act)”; and

for the words from “the Post Office Act 1953” to the end of the regulation are substituted the words “the Postal Services Act 2000”.
