The Secretary of State makes the following Order, in exercise of the powers conferred on him by section 5 of the Electricity Act 1989(1).

He has given notice and considered representations in accordance with section 5(2) of the Electricity Act 1989 and has consulted with the Scottish Ministers in accordance with article 4 of and Schedule 3 to the Scotland Act 1998 (Transfer of Functions to the Scotland Ministers etc.) Order 1999(2).
