The Secretary of State, in exercise of the powers conferred by sections 111, 113, 132 and 135 of, paragraph 5 of Schedule 6 to, and paragraph 2(6) of Schedule 7 to, the Criminal Justice Act 2003 ; and sections 280(2) and (5), 288 and paragraph 1 of Schedule 10 to the Armed Forces Act 2006 , makes the following Rules:
