14.—(1) An underlying agreement must contain the terms set out in paragraph (2).
(2) The terms referred to in paragraph (1) are that the operator must—
[(a)provide to the administrator on or before 1st May following the end of a target period such information as has been requested by the administrator—
(i)in order to determine whether progress towards meeting the target is, or is likely to be, taken to be satisfactory; and
(ii)about the actions taken, in relation to energy efficiency improvements or emissions reductions, in order to meet the target; and]
(b)provide any other information requested at any time by the administrator by the date specified in the request to enable the administrator to determine that—
(i)the target has been met; or
(ii)the operator is complying with the terms of the underlying agreement.
