The Treasury, in exercise of the powers conferred by section 146(3) of the Social Security Contributions and Benefits Act 19921, section 142(3) of the Social Security Contributions and Benefits (Northern Ireland) Act 19922 and section 3(7) of the Tax Credits Act 20023 and now exercisable by them4, make the following Regulations:
