Coming into force
The Secretary of State for Transport makes the following Regulations in exercise of the powers specified in Schedule 1 and having consulted with such representative bodies as the Secretary of State thinks fit in accordance with section 61(2) of the Public Passenger Vehicles Act 19811 and section 195(2) of the Road Traffic Act 19882.
Citation and commencement1
These Regulations may be cited as the Driving Standards Agency and the Vehicle and Operator Services Agency (Merger) (Consequential Amendments) Regulations 2014 and come into force on 1st April 2014.

Before 1st June 2014 the form of licence or certificate of registration prescribed by the 2005 Regulations as those Regulations stood immediately before 1st April 2014 continues to be prescribed as an alternative to the form of licence or certificate of registration (as the case may be) prescribed in consequence of the amendments made by paragraph (3) of this regulation and Schedule 2 to these Regulations.

The amendments made by paragraph (3) of this regulation and Schedule 2 to these Regulations do not affect the continuing validity of any unexpired licence or certificate of registration that is in the form prescribed by the 2005 Regulations as those Regulations stood immediately before 1st April 2014 (including where the form of licence or certificate is prescribed pursuant to paragraph (4)).

A badge in the form prescribed by the 2005 Regulations as those Regulations stood immediately before 1st April 2014 may be used on or after that date provided the badge was worn or displayed before that date by the person using it.
Working Time Regulations 19989

Paragraph (6) applies where a person has been appointed as an inspector by the Vehicle and Operator Services Agency (VOSA) under paragraph 1 of Schedule 3 to the Working Time Regulations 1998 (“the 1998 Regulations”) and that appointment is in force immediately before 1st April 2014.

That person is deemed to have been appointed as an inspector for the purposes of the 1998 Regulations by the Driver and Vehicle Standards Agency (“DVSA”).

Paragraph (8) applies in relation to anything done before 1st April 2014 by VOSA or an inspector appointed by VOSA because VOSA was an enforcement authority for the purposes of the 1998 Regulations.

For the purpose of the DVSA carrying out its duty to enforce the 1998 Regulations, the thing done is to be treated as having been done by the DVSA, or an inspector appointed by the DVSA, as the case may be.
