EXPLANATORY NOTE

(This note is not part of the Order)

This Order amends the Motor Vehicles (International Circulation) Order 1975 (S.I. 1975/1208) (“the 1975 Order”) to give effect to certain provisions of the 1968 Convention on Road Traffic (Cm 9570) (“the 1968 Convention”) which relate to international driving permits.

Article 2 amends Article 1 of the 1975 Order to provide for the issue of international driving permits under the 1968 Convention to persons resident in the United Kingdom for use outside the United Kingdom. It also amends Article 2 of the 1975 Order to provide for the recognition of international driving permits under the 1968 Convention held by persons who are resident outside the United Kingdom and who are temporarily in Great Britain.

Article 3 revokes the Motor Vehicles (International Circulation) Order 1980 (S.I. 1980/1095) and certain provisions of the Motor Vehicles (International Circulation) Order 1989 (S.I. 1989/993). The revoked provisions made prospective amendments to the 1975 Order relating to international driving permits under the 1968 Convention which have not come into force.

The Schedule inserts the form of international driving permit under the 1968 Convention in Schedule 1 to the 1975 Order.

A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sector is foreseen.
