The Secretary of State for Health and Social Care makes these Regulations in exercise of the powers conferred by section 13(1) of the Social Security Act 19881 and section 175(4) of the Social Security Contribution and Benefits Act 19922.

In accordance with section 13(2) of the Social Security Act 19883, the Secretary of State has consulted with the Welsh Ministers4.
