14.—(1) No part of the authorised development is to commence until a construction traffic management plan for that part has been submitted to and approved in writing by the relevant planning authority, following consultation with the Royal Mail.E+W+S
(2) The authorised development must be constructed in accordance with the construction traffic management plan approved under sub-paragraph (1).
