The Secretary of State, in exercise of the powers conferred by regulations 6, 7 and 9 of the Trade in Animals and Animal Products (Legislative Functions) and Veterinary Surgeons (Amendment) (EU Exit) Regulations 2019(1), makes the following Regulations.

In accordance with the requirements of the regulations mentioned above, the Secretary of State has obtained the consent of the appropriate authority(2).

An assessment of the risk to animal and public health in the United Kingdom arising in respect of the following has been approved by the Secretary of State and the appropriate authority, taking into account the animal health criteria, the public health criteria and the matters specified in regulations 6(2), 7(2), 9(2) and (3)—

(a)certain meat products, treated stomachs, bladders and intestines for human consumption;

(b)poultry and poultry products; and

(c)certain animals and fresh meat.

Citation and commencement

1.—(1) These Regulations may be cited as the Approved Country Lists (Animals and Animal Products) (Amendment) Regulations 2023.

(2) They come into force on 21st March 2023.

Amendments to Commission Decision 2007/777/EC laying down the animal and public health conditions and model certificates for imports of certain meat products and treated stomachs, bladders and intestines for human consumption from third countries

2.—(1) Commission Decision 2007/777/EC laying down the animal and public health conditions and model certificates for imports of certain meat products and treated stomachs, bladders and intestines for human consumption from third countries(3) is amended as follows.

(2) In Annex 2, Part 2, in the table—

(a)in the row for Switzerland, in columns 3 to 15, insert “AP”;

(b)in the row for Iceland, in columns 3 to 15, insert “AP”.

Amendment to Commission Regulation (EC) No 798/2008 laying down a list of third countries, territories, zones or compartments from which poultry and poultry products may be imported into and transit through the Community and the veterinary certification requirements

3.—(1) Commission Regulation (EC) No 798/2008 laying down a list of third countries, territories, zones or compartments from which poultry and poultry products may be imported into and transit through the Community and the veterinary certification requirements(4) is amended as follows.

(2) In Annex 1, Part 1, in the table, for the row for Switzerland, substitute—

EP, E, POU, RAT”.

Amendments to Commission Regulation (EU) No 206/2010 laying down lists of third countries, territories or parts thereof authorised for the introduction into the European Union of certain animals and fresh meat and the veterinary certification requirements

4.—(1) Commission Regulation (EU) No 206/2010 laying down lists of third countries, territories or parts thereof authorised for the introduction into the European Union of certain animals and fresh meat and the veterinary certification requirements(5) is amended as follows.

(2) In Annex 1, Part 1, in the table—

(a)in the row for Switzerland, in the column titled “Veterinary certificate”, insert “BOV-X, BOV-Y, OVI-X, OVI-Y, POR-X, POR-Y, RUM, SUI”;

(b)in the row for Russia, in the column titled “Veterinary certificate”, omit “BOV-X-TRANSIT-RU”.

(3) In Annex 2, Part 1, in the table, for the row for Switzerland, in the column titled “Veterinary certificate”, substitute “BOV, OVI, POR, EQU, RUF, RUW, SUF, SUW, EQW”.

EXPLANATORY NOTE

(This note is not part of the Regulations)

These Regulations are made in exercise of powers conferred by the Trade in Animals and Animal Products (Legislative Functions) and Veterinary Surgeons (Amendment) (EU Exit) Regulations 2019 (S.I. 2019/1225), in particular, regulations 6, 7 and 9.

They amend entries in the approved lists for imports of certain types of products, including food and animal products, from Switzerland and Iceland and remove a redundant transit approval for Russia.

A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sectors is foreseen.
