The M621 Motorway (Speed Limit) Regulations 2024

The Secretary of State makes these Regulations in exercise of the powers conferred by section 17(2) and (3) and (3ZB) of the Road Traffic Regulation Act 1984(1).

The Secretary of State has consulted representative organisations in accordance with section 134(2) of that Act(2).

Citation, commencement and extent

1.—(1) These Regulations may be cited as the M621 Motorway (Speed Limit) Regulations 2024.

(2) They come into force on 25th June 2024.

(3) They extend to England and Wales.

Interpretation

2.  In these Regulations—

carriageway” has the same meaning as in the Motorways Traffic (England and Wales) Regulations 1982(3); and

M621” means the motorway known by that name.

Imposition of Speed Limits

3.—(1) Subject to regulation 4, no person may drive any vehicle at a speed exceeding 50 miles per hour on the lengths of road specified in Schedule 1 to these Regulations.

(2) Subject to regulation 4, no person may drive any vehicle at a speed exceeding 40 miles per hour on the lengths of road specified in Schedule 2 to these Regulations.

(3) Subject to regulation 4, no person may drive any vehicle at a speed exceeding 30 miles per hour on the lengths of road specified in Schedule 3 to these Regulations.

Exemption

4.  Regulation 3 does not apply in relation to a length of road if a speed restriction is in force there by virtue of an order or notice under section 14 of the Road Traffic Regulation Act 1984(4).

Revocation

5.—(1) The M621 Motorway (Speed Limit) Regulations 2000(5) are revoked.

(2) The M621 Motorway (Speed Limit) (Amendment) Regulations 2007(6) are revoked.

Regulation 3(1)

SCHEDULE 1Lengths of road subject to a 50 miles per hour speed limit

1.  The M621 westbound carriageway from a point 156 metres north of the Junction 7 westbound exit slip road, to a point 60 metres southwest of the centre line of the Junction 1 east interchange bridge, a distance of 6874 metres.

2.  The M621 eastbound carriageway from a point 64 metres southwest of the centre line of the Junction 1 east interchange bridge, to a point 345 metres north of its junction with the Junction 7 eastbound entry slip road, a distance of 6250 metres.

3.  The M621 Junction 1 entry slip road from a point 75 metres from its junction with the A6110 Leeds Ring Road to its junction with the M621 eastbound carriageway, a distance of 119 metres.

4.  The M621 Junction 1 exit slip road from its junction with the M621 westbound carriageway to its junction with the A6110 Leeds Ring Road interchange, a distance of 200 metres.

5.  The M621 Junction 2 entry slip road from a point 127 metres from its junction with the A643 Ingram Road distributor interchange to its junction with the M621 westbound carriageway, a distance of 70 metres.

6.  The M621 Junction 2 entry slip road from a point 146 metres from its junction with the A643 Ingram Road distributor interchange to its junction with the M621 eastbound carriageway, a distance of 100 metres.

7.  The M621 Junction 2 exit slip road from its junction with the M621 westbound carriageway to its junction with the A643 Ingram Road distributor interchange, a distance of 253 metres.

8.  The M621 Junction 2 exit slip road from its junction with the M621 eastbound carriageway to its junction with the A643 Ingram Road distributor interchange, a distance of 214 metres.

9.  The M621 Junction 2A entry slip road from a point 63 metres from its junction with Cemetery Road to its junction with the M621 eastbound carriageway, a distance of 167 metres.

10.  The M621 Junction 3 entry slip road between its junctions with Dewsbury Road and the M621 eastbound carriageway, a distance of 430 metres.

11.  The M621 Junction 3 entry slip road between its junctions with Dewsbury Road and the M621 westbound carriageway, a distance of 575 metres.

12.  The M621 Junction 3 exit slip road from its junction with the M621 westbound carriageway towards Dewsbury Road for a distance of 93 metres.

13.  The M621 Junction 3 exit slip road from its junction with the M621 eastbound carriageway towards Meadow Road for a distance of 101 metres.

14.  The M621 Junction 4 entry slip road from a point 280 metres from its junction with the A61 Hunslet distributor interchange to its junction with the M621 westbound carriageway, a distance of 120 metres.

15.  The M621 Junction 4 entry slip road from its junction with the A61 Hunslet distributor interchange to its junction with the M621 eastbound carriageway, a distance of 454 metres.

16.  The M621 Junction 4 exit slip road from its junction with the M621 westbound carriageway for a distance of 142 metres.

17.  The M621 Junction 4 exit slip road from its junction with the M621 eastbound carriageway for a distance of 108 metres.

18.  The M621 Junction 5 entry slip road from a point 54 metres from its junction with Tunstall Road to its junction with the M621 eastbound carriageway, a distance of 106 metres.

19.  The M621 Junction 5 exit slip road from its junction with the M621 westbound carriageway for a distance of 121 metres.

20.  The M621 Junction 6 entry slip road from a point 75 metres from its junction with Belle Isle Road to its junction with the M621 westbound carriageway, a distance of 162 metres.

21.  The M621 Junction 6 exit slip road from its junction with the M621 eastbound carriageway for a distance of 183 metres.

22.  The M621 Junction 7 entry slip road from its junction with the A61 Leeds Road Roundabout to its junction with the M621 westbound carriageway, a distance of 232 metres.

23.  The M621 Junction 7 exit slip road from its junction with the M621 eastbound carriageway to its junction with the A61 Leeds Road Roundabout, a distance of 245 metres.

Regulation 3(2)

SCHEDULE 2Lengths of road subject to a 40 miles per hour speed limit

1.  The M621 Junction 1 eastbound entry slip road from its junction with the A6110 Leeds Ring Road interchange for a distance of 75 metres.

2.  The M621 Junction 2 eastbound entry slip road from its junction with the A643 Ingram Road distributor interchange for a distance of 146 metres.

3.  The M621 Junction 2 westbound entry slip road from its junction with the A643 Ingram Road distributor interchange for a distance of 127 metres.

4.  The M621 Junction 4 exit slip road from a point 108 metres east of its junction with the M621 eastbound carriageway for a distance of 554 metres to the A61 Hunslet distributor road.

Regulation 3(3)

SCHEDULE 3Lengths of road subject to a 30 miles per hour speed limit

1.  The M621 Junction 2A entry slip road from its junction with Cemetery Road for a distance of 63 metres.

2.  The M621 Junction 3 exit slip road from a point 93 metres from its junction with the M621 westbound carriageway to its junction with Dewsbury Road, a distance of 173 metres.

3.  The M621 Junction 4 exit slip road from a point 142 metres from its junction with the M621 westbound carriageway to its junction with the A61 Hunslet distributor interchange, a distance of 252 metres.

4.  The M621 Junction 4 westbound entry slip road from its junction with the A61 Hunslet distributor interchange for a distance of 280 metres.

5.  The M621 Junction 5 exit slip road from a point 121 metres from its junction with the M621 westbound carriageway to its junction with Tunstall Road, a distance of 31 metres.

6.  The M621 Junction 5 entry slip road from its junction with Tunstall Road for a distance of 54 metres.

7.  The M621 Junction 6 entry slip road from its junction with Belle Isle Road for a distance of 75 metres.

8.  The M621 Junction 6 exit slip road from a point 183 metres from its junction with the M621 eastbound carriageway to its junction with Belle Isle Road, a distance of 58 metres.

EXPLANATORY NOTE

(This note is not part of the Regulations)

These Regulations revoke and replace the M621 Motorway (Speed Limit) Regulations 2000 which imposed speed limit restrictions on the M621 Motorway in Leeds. They also revoke the M621 Motorway (Speed Limit) (Amendment) Regulations 2007, which amended the M621 Motorway (Speed Limit) Regulations 2000.

These Regulations impose new speed limits on specified lengths of the M621 Motorway, to take account of improvements to the road layout. The speed limit provisions are as follows—

(a)Regulation 3(1) and Schedule 1 of these Regulations impose a 50 miles per hour speed limit on the specified lengths of the M621 motorway;

(b)Regulation 3(2) and Schedule 2 of these Regulations impose a 40 miles per hour speed limit on specified lengths of the M621 motorway; and

(c)Regulation 3(3) and Schedule 3 of these Regulations impose a 30 miles per hour speed limit on specified lengths of the M621 motorway.

Contravention of these Regulations is an offence under section 17(4) of the Road Traffic Regulation Act 1984.

A full impact assessment has not been produced for these Regulations as no, or no significant, impact on the private, voluntary or public sector is foreseen. An Explanatory Memorandum is published alongside the Regulations at www.legislation.gov.uk.

Section 17(2) was amended by paragraph 28(3) of Schedule 8 to the New Roads and Street Works Act 1991 (c. 22), paragraph 25 of Schedule 4 to the Road Traffic Act 1991 (c. 40) and section 21(3) of the Scotland Act 2012 (c. 11). Section 17(3ZB) was inserted by section 21(4) of the Scotland Act 2012. For the meaning of “use” in section 17(2), see section 17(6). For the meaning of “special road” in section 17(2), see section 142(1) (as amended by paragraph 78(5) of Schedule 8 to the New Roads and Street Works Act 1991), which provides that “special road” in England and Wales has the same meaning as in the Highways Act 1980 (c. 66). “Special road” is defined in section 329(1) of that Act, as amended by paragraph 29(2) of Schedule 2 to the Planning Act 2008 (c. 29).
