If regulation 17 does not apply to the determination of an appeal, the person appointed to consider the written representations or to conduct the local inquiry or hearing, as the case may be, must prepare a report in writing to the National Assembly, incorporating that person’s conclusions and recommendations and the National Assembly must, having considered that report, give notice in writing of the decision, and the reasons for it, to all persons entitled to appear at a hearing of the appeal (whether or not a hearing took place) and any other person who made a request to be notified of the decision in accordance with regulation 7(2)(d)(ii).
