The Welsh Ministers, in exercise of the powers conferred on the Secretary of State by section 21B of the Landlord and Tenant Act 1985(1), section 178 of the Commonhold and Leasehold Reform Act 2002(2) and section 26 of the Welsh Language Act 1993(3) and now vested in them(4), make the following Regulations:

The functions of the Secretary of State under section 21B were, so far as exercisable in relation to Wales, transferred to the National Assembly for Wales pursuant to the National Assembly for Wales (Transfer of Functions) Order 1999 (S.I. 1999/672). The functions of the National Assembly for Wales under the said sections were transferred to the Welsh Minsters pursuant to section 162 of, and paragraph 30 of Schedule 11 to the Government of Wales Act 2006 (c. 32).
