29.—(1) This regulation applies where the Welsh Ministers or the Food Standards Agency have reasonable grounds for suspecting the existence of a disease, zoonosis, phenomenon or circumstance outside the United Kingdom liable to present a serious threat to human or animal health.

(2) The Welsh Ministers or the Food Standard Agency may by written declaration suspend, or impose conditions upon, the entry into Wales of any animal, product or genetic material from the whole or any part of the country concerned.

(3) The declaration must be published in such manner as the Welsh Ministers or the Food Standards Agency thinks fit.

(4) No person may bring anything into Wales in breach of such declaration.
