An appeal lies to the tribunal against a decision contained in a notice given under section 17(2), (3)(a) or (5), 19(4), 22(5) or (6) or 25(2) or (5).

An appeal under subsection (1) must be made no later than 28 days after the date on which the decision notice is given.

But the tribunal may allow an appeal to be made after the expiry of that 28 day period if it is satisfied that there is a good reason for the failure to appeal before the expiry of that period (and for any delay in applying for permission to appeal out of time).

On an appeal under subsection (1), the tribunal may—
a
confirm the decision;
b
direct that the decision is not to take effect (or, if the decision has taken effect, direct that the decision is to cease to have effect);
c
substitute for the decision appealed against another decision that the Welsh Ministers could have made;
d
make such other order (including an interim order) as the tribunal thinks appropriate.

An interim order may, among other things, suspend the effect of a decision for such period as the tribunal may specify.
