351.Mae paragraff 13 yn darparu, pan fo gweinyddwr i gael y pŵer i osod sancsiynau sifil, bod dyletswydd gyfatebol i fod ar y gweinyddwr i gyhoeddi canllawiau sy’n cynnwys gwybodaeth benodol ynghylch sut y bydd yn defnyddio ei bwerau sancsiynau sifil, gan gynnwys manylion ynghylch cosbau ariannol penodedig a gofynion yn ôl disgresiwn megis: pryd y maent yn debygol o gael eu gosod, sut y penderfynir ar gosbau penodedig ac amrywiadwy, sut y gellir cael rhyddhad rhag atebolrwydd ac effaith rhyddhad ar hawliau i apelio.
