The power to make carrier bag regulations is to be exercised by statutory instrument.

The power to make carrier bag regulations includes power—
a
to make different provision for different purposes or cases;
b
to make incidental, supplementary, consequential, transitional or saving provision.

Provision under subsection (2)(b) may amend, repeal or revoke an enactment.
4
A statutory instrument containing carrier bag regulations may not be made unless a draft of the instrument has been laid before, and approved by a resolution of, the National Assembly for Wales.
