3.Mae adran 30 o Ddeddf 2006 yn galluogi Gweinidogion Cymru i sefydlu cynllun fel y gall cyrff penodol wneud darpariaeth i dalu treuliau am golled neu ddifrod i’w heiddo, ac i fodloni atebolrwyddau i drydydd partïon am golled, difrod neu anaf sy’n codi wrth i’r cyrff hynny gyflawni eu swyddogaethau.
