In the fishery enactments references to the Department of Agriculture and Technical Instruction for Ireland shall, except as otherwise expressly provided by this Act, be construed as references to the Ministry of Commerce;

Provided that nothing in this Article shall apply to references to the said Department, where they occur in relation to matters in respect of which the Parliament of Northern Ireland has not power to make laws.
