Within thirty days from the delivery of such statement and abstract, the local authority shall, where it appears to them that any person so claiming is absolutely entitled to the interest in the compensation fund claimed by him, pay to such person the compensation to which he is entitled, on obtaining from him a receipt for the same in the prescribed form.
