Notwithstanding anything in section 19 of the Interpretation Act (Northern Ireland) 1954 M1 or in any other provision of this Act the Committee shall not have power to employ staff.

The Committee shall authorise the Ministry to make payments out of the Development Fund to meet expenses for secretarial and any other services rendered to the Committee.
