[F2 The Department] may F3. . . authorise the issue to a person not ordinarily resident in Northern Ireland of a complimentary licence to use a rod and line and, where [F4it] do so, nothing in this Act or in any [F5regulations] made by [F2the Department] thereunder shall require that person to pay any licence duty in respect of that licence.
