110Pŵer Gweinidogion Cymru i ddiwygio etc. ddeddfiadau a rhoi pwerau newydd

(1)Os yw Gweinidogion Cymru yn ystyried bod deddfiad (ac eithrio darpariaeth yn y Bennod hon) yn atal neu’n rhwystro prif gyngor rhag cydymffurfio â’r Bennod hon, caiff Gweinidogion Cymru, drwy reoliadau, ddiwygio, addasu, ddiddymu, ddirymu neu ddatgymhwyso’r deddfiad hwnnw mewn perthynas ag—
(a)pob prif gyngor,
(b)prif gynghorau penodol, neu
(c)prif gynghorau o ddisgrifiadau penodol.
(2)Caiff Gweinidogion Cymru, drwy reoliadau, wneud darpariaeth sy’n rhoi i—
(a)pob prif gyngor,
(b)prif gynghorau penodol, neu
(c)prif gynghorau o ddisgrifiadau penodol,
unrhyw bŵer y mae Gweinidogion Cymru yn ystyried ei fod yn angenrheidiol neu’n hwylus er mwyn caniatáu i brif gyngor gydymffurfio â’r Bennod hon, neu sy’n hwyluso hynny.
(3)Caiff rheoliadau o dan is-adran (2) osod amodau ar arfer unrhyw bŵer a roddir gan y rheoliadau (gan gynnwys amodau ynglŷn ag ymgynghori neu gymeradwyo).
