Rhaid i brif gyngor ymgynghori â’r canlynol o bryd i’w gilydd, ac o leiaf unwaith ym mhob blwyddyn ariannol, ynglŷn ag i ba raddau y mae’r cyngor yn bodloni’r gofynion perfformiad—
(a)pobl leol,
(b)personau eraill sy’n cynnal busnes yn ardal y cyngor,
(c)staff y cyngor, a
(d)pob undeb llafur a gydnabyddir (o fewn yr ystyr a roddir i “recognised” yn Neddf Undebau Llafur a Chysylltiadau Llafur (Cydgrynhoi) 1992 (p. 52)) gan y cyngor.
