The Commission may, in connection with the exercise of its functions, establish a committee jointly with any person.

In this Schedule a committee established under this paragraph is referred to as a “joint committee”.

The Commission may pay remuneration and allowances to any person who—
a
is a member of a joint committee, but
b
is not a member of the Commission or a member of its staff.
